             abstract = "This paper presents a low complexity fully digital frequency and 
                         phase acquisition system to decode signals from Brazilian Data 
                         Collecting System (SBCD) and ARGOS II. This system can be used in 
                         the development of a SBCD and ARGOS signal decoder with complexity 
                         low enough to be embedded aboard nanosatellites. Environmental 
                         data collecting system, as ARGOS and SBCD, are composed by a set 
                         of data collecting platforms (DCP) strategically distributed 
                         throughout geographical area of operation of their system. Each, 
                         DCP consists in one or more sensors, a data logger and a 
                         transmitter. A low-earth-orbit satellite establishes the link 
                         between platforms and receiving stations. Since the signal 
                         arriving on the satellite antenna is subject to Doppler shift and 
                         Doppler rate, a frequency and phase acquisition system with 
                         Doppler rate tracking capability is required to decode the DCP 
                         signals. The proposed system uses the minimum mean square error 
                         technique to estimate the Doppler shift and rate of a received 
                         signal in a short time. It is shown that, in cases of high 
                         signal-to-noise ratio, the proposed method can be implemented 
                         without the feedback loop usually required in frequency 
                         synchronization systems. This allow a shorter synchronization 
                         time. Performance measurement where done by simulate the system 
                         using as input a model of the SBCD signal in the worst case 
                         scenario, Doppler Rate of 120 Hz/s.",
